Proposed Amendments to the Constitution of Virginia

Article XII of the Constitution of Virginia describes methods to change that document.  Section 1 describes the method by which the state legislature can propose amendments and send them to qualified voters in a referendum.

  • Proposed amendments must be passed by both houses of the General Assembly (GA) during two consecutive legislative sessions.

  • These sessions must be separated by a general election of the House of Delegates.

  • In 2025 the GA passed three proposed amendments to the Virginia Constitution.

  • The general election of November 2025 elected all members of the House of Delegates 2026 legislative session.  Those three proposed amendments were passed a second time in January (Senate) and February (House).
